Should laws require term limits?

Pro: Incumbents often have an unfair advantage in getting reelected. They may fail to represent their constituents as well as their opponents could but nevertheless remain in office.

Con: A compulsory limit on the number of times a citizen may be elected to a particular position will be counterproductive in many instances. For a turnover in officials does not guarantee that better ones will come into government. The public is well served when experienced leaders occupy the offices of government; regular turnovers may only ensure that offices continue to be occupied by inexperienced individuals.

Con: The possibility for limiting the number of terms an official may be reelected already exists: elections give people the power to remove incumbents unworthy to serve in government.
