Should laws permit state governments to run gambling enterprises?

Pro: By operating gambling enterprises, governments can raise revenues without levying taxes. Such additional revenues can benefit schools and a variety of important civic projects.

Pro: Unlike some tax money, the money for gambling is paid out willingly. Those who do not wish to support the existence of gambling enterprises are not required to do so.

Con: Gambling is not a thoroughly wholesome activity. The state may be promoting in some citizens the compulsion to gamble.

Con: Poor people, those who can least afford to gamble, are the ones who do the most gambling.

Con: Gambling does not benefit the economy. It produces no tangible product. It does not contribute to real progress.
