Should adoption records be open to those who were adopted?

Pro: Those who were adopted often develop strong desires to know who their parents are. In such cases, they lack something which is fundamentally important to human beings: a sense of identity and knowledge of their personal history.

Con: Some parents who give their children away in adoption intend to sever ties with them forever.

Con: Sometimes when those who were adopted meet their biological parents, disappointments occur. Sometimes unpleasant, dysfunctional relationships arise.
