Con: Authorities may use laws aimed at protecting the public health to control activities that they consider immoral. The abridgement of human rights-especially gay rights-may garner public support when it occurs under the banner of preserving human life.

Factor: Effectiveness of the policy

Con: Everyone has an interest in protecting society from the spread of disease. But attempts forcibly to prevent sexual activity in sex clubs will not be effective in curbing the spread of disease. Education and training are far more effective than the use of severe restrictions.
