Should a community maintain a registry of sex offenders?

Con: Sex offenders who have been arrested, tried in a court of law, punished by the state with fines or imprisonment, and ultimately released from jail, have paid their debt to society and ought to receive a fresh chance to be law-abiding citizens wherever they choose to live without being tracked.
